According to The Tracking Board, Sony Pictures has picked up the rights to Ciudad and they want Matthew McConaughey to star. This furthers the relationship the studio has with the Russos who have a Ghostbusters film developing, plus spy thriller The Gray Man starring Charlize Theron.
Ciudad takes place in the dangerous and corrupt city of Ciudad del Este, and follows mercenary Tyler Rake who is hired to rescue the kidnapped daughter of a Brazilian drug lord. As of now the film doesn't have a director, although John Pogue (The Quiet Ones) had been previously attached. Landing someone like McConaughey would give the film an extra boost but at this point there's no indication he'll accept Sony's offer.
